Run: gpedit.msc Computer Configuration > Administrative Templates > Windows Components > BitLocker Drive Encryption > Operating System Drives > Require Additional Authentication at Startup (right click and edit).

Enable this policy setting and make sure a checkmark shows up on "Allow BitLocker without a compatible TPM (requires a password or a startup key on a USB flash drive).

Then, Control Panel > System and Security > BitLocker Drive Encryption > Turn on BitLocker
